The McLean County Child Support Program is a joint venture between the McLean County State’s Attorney’s Office and the Illinois Department of Healthcare and Family Services. The venture is contractual and controlled by Title IV-D of the Federal Social Security Act. Located at 200 West Front Street, Suite 400C, in Bloomington, the program offers convenient access to the Law and Justice Center. Services are available to any individual who has a minor child in his or her care and who has applied for Title IV-D child support services through the Department of Healthcare and Family Services. Participation in the program is not contingent upon the custodian receiving any benefits from the State of Illinois Department of Human Services. The services of the program are also available if the parent owing the duty of support resides in another state.

The services provided by the program are as follows:

  1. Location of an absent parent
  2. Establishment of paternity.
  3. Establishment, modification and enforcement of child support orders.
  4. Establishment, modification and enforcement of health insurance/medical support orders.

The following services are outside the scope of Title IV-D:

  1. Custody.
  2. Visitation.
  3. Tax Exemption issues controlled by IRS regulations.
  4. Day Care.
  5. Extra-Curricular activities.
  6. Post-majority support issues after graduation from high school or the age of 19, whichever first occurs.
  7. Collection of reimbursement for uncovered medical bills.

The McLean County Child Support Program came into existence in December 1999. Since December 2002, when State’s Attorney, Bill Yoder, took office, tremendous progress has been made in the program. The number of cases set for hearing has increased from a monthly average of 95 in 2002 to a monthly average of 227 in 2005. The number of support orders entered has increased from a monthly average of 35 in 2002 to a monthly average of 88 in 2005, Furthermore, more than $14,000,000.00 in current and past-due child support has been collected on McLean County cases since December 2002.
