Metcom
The Metro McLean County Centralized Communications Center (Metcom) is a cooperative venture of the Town of Normal, the County of McLean and ETSB that handles all Police, Fire & EMS calls (emergency & non-emergency) for McLean County. (The City of Bloomington operates a dispatch center for calls within the corporate limits of Bloomington).
Oversight of Metcom is by the Metcom Operational Board, which consists of:
- Town of Normal Police Chief
- Town of Normal City Manager
- McLean County Administrator
- McLean County Sheriff
- A representative of a rural municipal Police Department
- A representative from Emergency Medical Services
- A representative of Division 41 of the Mutual Aid Box Alarm System
The Metcom Operational Board currently meets the second Friday, every other month, at 9:00 AM.

ETSB
The Emergency Telephone System Board (ETSB) is a 9 member body appointed by the McLean County Board to oversee 911 services within McLean County. The ETSB currently meets the fourth Tuesday, every other month, at 3:00 PM.
The composition of the board consists of:
- A representative of the McLean County Sheriff’s Department
- A representative of the Bloomington Police Department
- A representative of the Normal Police Department
- A representative of the Illinois State University Police Department
- One person engaged in providing Emergency Medical Services
- One person representing Division 41 of the Mutual Aid Box Alarm System
- Two persons representing community public safety agencies (not Bloomington & Normal)
- One member of the public who is a resident of the local exchange service territory on the basis of that person’s ability or experience
ETSB works closely with the Metcom Dispatch Center & the City of Bloomington Dispatch Center to ensure all emergency services are provided for the residents of McLean County.
