1. All programs will seek to reduce usage of local emergency departments when not medically or clinically necessary.
2. All programs will seek to reduce individuals’ entry into the justice system when treatment is the needed and better alternative.
3. All programs will track data and measure outcomes specific to the program.
4. All programs will provide quality clinical care to the individuals it serves.
