Funding for the Triage Center, the FUSE Program, Annual McLean County Behavioral Health Forum, and other initiatives, is due in part to an Intergovernmental Agreement between the Town of Normal, The City of Bloomington, and McLean County for the purposes of Mental Health and Public Safety. This agreement was approved on September 21, 2015. The intergovernmental agreement includes a shared sales tax ¼ of 1% over 20 years.

Additional funding for BHCC programs or collaborative projects may come from grants, Medicaid and insurance reimbursements, or other funding sources.
